Freeware FotoSketcher takes photos and turns them into pencil drawings, oil paintings, or sketches, with impressive results for very little effort.
Using it is fairly easy and you just drag a picture to launch the interface, or create a new image from the menu File -> Open menu. Once the image has started, use Edit -> Image Settings menu to select the filter to use, modify the filter settings and click the button to draw out what the final design.
